PD 9 Chairman Col. E. P. Luke maintained that a Chapter 10 employee’s salary pays directly for services provided. Salaries are not “administrative overhead” and are not paid to “people sitting behind desks shuffling papers,” he said.
No High Overhead
“It’s not the true facts of the matter...to conclude that there are high administrative overhead costs in Chapter 10 Services Board programs,” Luke stated.
Commissioner Stan Haworth of Warrenton, asked Lieberman for the cost per lunch at the nutrition sites.
“It's different at each site,” answered Lieberman, “because the nutrition program doesn’t have a central kitchen for meal preparation but must contract out with commercial vendors.”
The Director noted that the highest price per meal was $2. He said that the figures compared about equally to nutrition program meal costs in other planning districts in the state.
"How many volunteer groups have approached you to offer their help (in the nutrition program for senior citizens)!” asked Luke. "Zero?”
Lieberman agreed that no private groups had volunteered to assume any of the nutrition program’s responsibilities.
“That’s what 1 thought,” Luke commented. He noted that most of the criticism in Rappahannock of Chapter 10 was directed against senior citizen nutrition services. Luke said he wouldn’t mind the criticism if it were accompanied by volunteer help to change the system, “but no one volunteers.”
“Some of the rules (in the nutrition program) are really out of our range,” said Lieberman. He noted that senior citizens couldn’t be charged for their meals, only asked for donations. The money collected in this way and labeled “Kick-back” funds doesn’t go towards paying for the food but
