He is survived by his wife, Eleanor Lee Painter Williams; one daughter, Annis Elizabeth Butts of Inwood W. Va.; three sons, James Williams of Columbus, Ga., Winter D. Williams Jr. and Richard F. Williams, both of Martinsburg, W. Va.; and 12 grandchildren. One sister. Dora LeHew of Front Royal; two step-sisters, Edith Williams of Front Royal and Effie Settle of Castleton; two step-brothers, Reid Poe and James Williams, both of Front Royal.
