INVESTIGATION OF TARIFFS FOR
RECOVERY OF FUEL COSTS BY
THE POTOMAC EDISON COMPANY
The 1978 Session of the General Assembly of Virginia has enacted legislation which required each electric utility which purchases fuel for the generation of electricity to submit to the Commission its estimate of costs, including the fuel component of purchased power, for a one-year period beginning January 1, 1979, along with proposed rates designed to recover the estimated fuel expenses. Hearings were held in December, 1978, on the projected costs and associated rates, and by orders dated December 22, 1978, the Company was allowed to place into effect tariff provisions to recover the estimated fuel expenses.
It is further the responsibility of the Commission to investigate during the year actual costs of generation so that any annual over-recovery or under-recovery of fuel expenses can be adjusted. The Commission is also required to review actual generation costs and to consider the reasonableness of such costs.
Potomac Edison comes under the new General Assembly Act. The Company has been instructed to file with the Commission on or before May 28, 1979, its actual fuel expenses for the quarter ending March 31, 1979, and any tariff provision it may propose to correct over-recovery or under-recovery, and evidence in support of its filing. On or after May 28, 1979, copies of this filing may be reviewed in any business office of the Company where bills may be paid.
A public hearing has been scheduled to review the Company’s costs commencing on June 19, 1979 in the Commission’s Courtroom, Richmond, Virginia. The purpose of this public hearing is to receive evidence on actual fuel expenses and to determine if there has been over-recovery or under-recovery which should be corrected by tariff revision. Also during this hearing the Commission’s Staff will present its proposed procedures for receiving, storing, and evaluating fuel expenses and costs of generation.
