Staff Sergeant Forrest H. Kilby, son of Mrs. Rebecca C. Kilby of Culpeper, has been named Outstanding Noncommissioned Officer of the Quarter at McConnell AFB, Kan.
An electronic computet systems maintenance technician. Sergeant Kilby was selected for leadership, professional skill and duty performance. The sergeant is assigned to the 2155th Communications Squadron, a part of the Air Force Communications Service.
The sergeant, a 1967 graduate of George Washington Carver High School, attended Virginia State College, Petersburg. His wife, Arlene, is the daughter of Mr. and Mrs. Thomas Starks of Woodville.
