Conditional Zoning
Planner E. P. Luke suggested the possibility of conditional zoning, an option created during the past session of the General Assembly.
(Under conditional zoning, a landowner applying for a rezoning may voluntarily offer in writing certain conditions which regulate laud use. According to the Code of Virginia, the rezoning itself must create the need for the conditions and the conditions must relate to the rezoning. The conditions can not include cash contributions to the
