Speaking of bills, the Speaker issued an early cutoff day on having bills drawn and introduced. No bills can be written after Monday, January 28th, nor can any bills be introduced after January 31st. This announcement caught many Delegates by surprise and it will certainly cut down on our work load.

One bill 1 was asked to put in failed in Committee. It was a bill to increase the VASAP fee to $300.00 with a $100.00 remaining in the locality. I appeared before the Courts of Justice Committee to defend the bill but the lawyers on the Committee said such a bill will defeat the real purpose of the VASAP program.

I noticed that another bill is coming to the House from the Senate which states that if offenders of driving under the influence have to attend the VASAP program a second time, they will lose their driving permit for three
