The Virginia Winterization Program ranks seventh in the nation for its productivity while ranking 18th in funding:
Figures released by the U.S. Department of Energy show that Virginia received $3.4 million during 1979, or 1.74 percent of the national winterization budget of $197 million. Allocations to each state are based on a complicated formula that takes into account climate and percentage of poverty-level households.
Since 1978 when DOE began funding the program, 10,497 homes have been winterized in Virginia, representing 3.46 percent of the 302,9% homes winterized nationwide. A total of 16,110 homes have been winterized
