ORDINANCE
No person owning or having the control of any dog, shall permit the same to run at large within the town. “Running at large,” withing the meaning of this section, shall mean off the premises of the person owning or having control of the dog or not on a leash of four feet or less in length and under the direct control of a person capable of controlling the dog.
If any dog shall be found at large in violation of any provision of this chapter, it shall be impounded by the County dog warden. Notice of such impoundment shall be given to the owner or person having charge of such dog within twenty-four hours of such impoundment. The owner may redeem such dog within three days of the giving of such notice by paying to the town the actual costs of keeping such dog, plus a charge of five dollars, which costs and charge shall be in addition to any penalty imposed for a violation of this chapter. If such dog is not redeemed within such period, it may be sold or otherwise disposed of as directed by the town council or mayor, who is authorized to act for the town council.
The County dog warden is authorized to enforce within the town all laws and ordinances of the town, the county and the state relating to dogs.
During the prevalence or suspected prevalence of rabies among dogs in the Town, the mayor may require, by proclamation duly published, that the owners of all dogs within the Town shall keep the same upon their own premises. Any dog found running at large while any such proclamation is in effect shall be killed by the dog warden.
