Rappahannock New* Staff Writer The newest state mandates handed down from Richmond have “gone to the dogs.”
On Monday. September 22, the Virginia Board of Agriculture and Consumer Services in Richmond voted to adopt proposed “guidelines pertaining to a pound or enclosure to be maintained by each county or city.”
The regulations call for: —water bowls secured in a fixed position or automatic watering device in each confinement area, —disposal of solid waste in compliance with local and state law,
—kennel buildings and enclosures which give adequate protection against weather extremes for each animal with animals separated according to species, sex, age and temperament,
—cages constructed of stainless steel, fiberglass, heavy galvanized metal, galvanized wire or their equivalent with solid bottoms,
—primary enclosures big enough to allow each animal to turn freely and to easily stand, sit and lie in a comfortable position,
—faucet and hose connections for cleaning the housing area with disinfectants or germicidal agents.
In addition, the guidelines require a pound to be open to the public at reasonable hours during the week.
