The supervisors’ direction to the county planning commission, asking the planners to study and draft a land use taxation ordinance, came too late to allow tax benefits for Rappahannock landowners in the coming year.
According to commissioner of revenue Merle Scoggin, a local ordinance setting up use value taxation needed to be passed prior to July 1, 1980, in order for tax relief to be reflected in the bills that will go out to landowners in 1981.
