And, in his report, he even had some criticism of President Reagan. “As an independent, I have given President Reagan strong support,” Byrd wrote. “But I do believe that last year he made two policy errors: reducing taxes too much considering that spending has not been correspondingly curtailed; and giving the Pentagon the impression that he supported a blank check for military spending.”
“Although defense must be a top priority, and did need rebuilding in the wake of neglect in prior years, the Administration has sought to accelerate military spending to a greater degree than is warranted considering the state of our economy,” he wrote.
During the interview, Byrd said that “overall, he's (Reagan’s) doing a good job.” But he was quick to add that overall backing "doesn't mean that I agree with everything that he has done or is doing.”
