One of the elements essential for change which is missing, of course, is the money to build and staff facilities appropriate to the needs of a juvenile services program worthy of the name.

But another is surely a sense of priority on the part of the legislature and the administration.

Even without taking into account the human and sociological considerations, economic concerns alone suggest that it would probably be less costly to the tax payers to find adequate - and tough minded - juvenile faci now than it would be to build prisons later to accommodate the graduates of our jailhouse prep schools of crime.

Avoiding the latter should rank pretty high on the agenda of any enlightened government.
