Resorting to a device which has become all too common in our recent legislative experience, the Council recommended that a 12- to 18-month study be made of the problem, perhaps by the state Crime Commission.
Given the stricken financial condition of the Commonwealth, perhaps a study of the matter is about all the legislature can be expected to accomplish until the recession eases and additional revenues become available.
Still one is tempted to ask the pivotal question, what's to study?
The relevent statistics seem to be available. The need to get the kids out of the jails is glaringly selfevident.
Jails provide no educational and only limited recreational facilities. The potential for emotional and perhaps physical injury to these youthful inmates is universally acknowledged.
Besides, the question has been studied repeatedly in Virginia as well as in other states.
