WTfPYi the state’s soil conversation officials announced last spring that farmers would be paid ten cents a foot for planting grass along waterways, it didn’t sound like much money to city folks. But Culpeper Soil and Water Conservation director W. Clifford Latham says it adds up. And he gave checks to five Rappahannock farmers recently to prove it.
