County Drafts Grievance Procedure
Rappahannock County supervisors drafted October 15 a grievance procedure for handicapped individuals and discussed plans to put the county in compliance within two yean with state and federal regulations regarding services to the handicapped.
The grievance procedure reads: “...any person who believes that any office, agent, employee or program of Rappahannock County has discriminated against Mm or her because of a handicap, shall be entitled to file a complaint hereunder.”
Any complaint must be: Filed by a handicapped individual; a program or activity conducted by county that receives federal funding; a grievance that is not currently pending or has not been filed by the complainant before; filed after complainant has exhausted other grievance procedures already in plMe, for example, with the schools and the county health dcpaitaent*^

Among county buOdh^s slated far improvements are the courthouse, the library, the jail and a dental clinic located at the elementary school The biggest problem is the courthouse, which needs renovation of the courtroom in addition to coming into compliance with handicapped regulations. Architect drafts, suggestions and estimates are to be submitted soon to the building committee, which was appointed earlier this year by the supervisors.
• Groundhog Hole Full of Puppies
Freshman Town Council member Evelyn Miller-Willis and son were surprised during a weekend visit to Arthur-the-groundhog’s hole located under a dogwood on their property. The coxy home housed four “extremely mixed” breed puppies.
MOler-WOlis, who leads Town of Washington efforts to eradicate long-standing problems with stray dogs, immediately adopted the brood, albeit temporarily.
“I’m positive the bloodlines include some very fine Virginia foxhound,” Miller-Willis tells prospective owners.
• Food Distribution Tuesday
Powdered milk, cheese and butter are scheduled to be distributed on Tuesday, October 23, announces Sylvia Kreitler, director of Rappahannock County’s Department of Social Services.
The distribution will be made from the basement of the Social Services’ office, located on Main Street in Washington, from 9 a.m. to noon and from 1 to 3:30 p.m.
Only people currently receiving food stamps are eligible for this food distribution, Kreitler notes. “Please bring your food stamp I.D. cards,” she adds.
