“I guess what I’m asking is is there a way to be overly conservative with this and protect ourselves if we need it, but not press it each time,” said Willis. Mayor Peter Kramer repied that standards would have to be set, and that the council could not be arbitrary.
“We could set our standards relatively high, and then the way the mechanics work in this county somebody’s not going to be able to come in here and open a factory without going through some kind of lengthy hearings, and we’d have time to amend the ordinance to include that area,” Kramer said.
