Costello said he waa one of a long line of Virginian Democrats who were fiscal conservatives. He sakl that Democrats were responsible for Virginia's $81 million surplus for the fiscal year just ended, and that these party members provide his best endorsements. “A straight vote for the administration is a straight vote for the $180 billion deficit” he said.
Costello said that Reagan had promised a balanced budget but had not submitted one. He added that not a penny was raised or spent in Washington, D.C. without the concurrence of a Democratic House, Republican Senate and a Republican president who can veto budget proposals. “I won't apologise for being a fiscal conservative,” Costello said. "In the end, you can help people more if you pay as you go.”
“I'm no softy on defense...but I've never seen a general who didn’t spend every dollar he received,” Costello said. He said that money is being thrown at the military so fast that the problem isn't being managed. He alluded to an incident in Grenada in which an American platoon leader whose radio equipment was “incompatible” with Air Force equipment went to a phone booth to call Ft. Bragg. After the credit card call, his superiors in North Carolina repeatedly ordered an air strike.
