Other council members still expressed concern over the size of the area in a five mile radius, and how citizens would react to that part of the proposal. "There are certain things that you can accomplish, and certain things that you can’t accomplish,” said Miller. “If you get the other four districts, or even this district antagonized towards what Washington is going to do, well the town will be a whole lot worse off.”

The council then discussed what powers the ordinance would give, and how the ordinance would work with the Virginia Health Department. According to the ordinance’s standards, "The only thing we do is see that the state laws are enforced,” said Miller.
