He added that Virginia dropped its residency requirement in 1976, and now allows people who move in to vote provided they’re registered within 30 days of an election. Eastham called the problem “serious,” and suggested concerned residents join him in speaking to Virginia’s lieutenant governor, state Delegate Andy Guest (R) and state Senator Kevin Miller (R). Eastham said he’d figured it would take 1,300 people to move in, register and take over in Rappahannock.
