Everybody at the meeting seemed to agree with Supervisor Lane. Rex Lindstrom of Washington offered his thoughts. Regarding the landfill issue, he said he didn’t see very much progress being made so he started to think of alternatives. “I think that everyone here agrees that landfills never do work and never will be a satisfactory method of disposing of trash,” Lindstrom said. He affirmed that incineration was the most feasible method of doing so. Then he proposed that the counties in planning district 9 work together to build an incineration plant.

Lindstrom had spoken with most of the Supervisors about his idea and, prior to the meeting, he had already presented them with a proposal. Supervisor Richard Latham (the chairmanship passed from him to Hubert Gilkey III) agreed to bring this proposal before the Board at its next regular meeting.

Planning Commission Letter

Before the motion to abandon consideration of the Margolis site passed, Chairman Gilkey asked Diane Bruce, the County Clerk, to read a resolution from the Planning Commission, drafted by David Konick. The resolution, stating the findings and recommendations to the Board as to whether the Margolis site is in substantial accord with the Comprehensive Plan, is summarized as follows:

• Finding I states that, in selecting the Margolis tract as the proposed landfill site, the Board failed to comply with Goal 1 of the Comprehensive Plan. Goal 1 states that the planning process should encourage the greatest possible citizen understanding of an involvment in public decisions affecting the quality of life in Rappahannock County.

• Finding 2 states that a landfill on the Margolis tract would not encourage an orderly land use development pattern that would enhance existing economic, social, or natural environmental
