The situation is an embarrassment to the Robb administration and a real and present danger to the Democratic lawmakers who are running for reelection this year, as well as to the party’s statewide ticket.
They are caught in a position in which there is a pressing political demand for action. Yet any meaningful action, such as more prison facilities, more guards with better pay and improved rehabilitation programs would cost money. Hence the reforms would almost certainly require a tax increase which, in an election year, would amount to hari-kari at the polls.
