Rappahannock County School Board members received input on the 1985-8$ budget during its meeting on Tuesday, January 8. Approximately 20 teachers from the schools attended the meeting, and Sharon Bloss made a presentation to the board on behalf of the Rappahannock County Education Association.

UI would like to present a plan for attaining and' retaining quality teachers in Rappahannock County,” said Bloss. "We do of course maintain that quality education does exist in Rappahannock County, however we feel that the only way that this quality can be maximized is to look out for those individuals who are primarily responsible for the educational experiences of our children-teachers. ”

Bloss presented information, graphs and charts to the board in support of the group’s contention that teachers in Rappahannock should receive better fringe benefits and salaries. “We must feel, those of us who are career teachers, that we are able to maintain a respectable standard of living,” said Bloss. “Our goal is to have you recognize these necessities and focus on them when you’re planning your budget for the next school year.”

In the area of fringe benefits, Bloss said the teachers were requesting the board to consider a full transfer of accumulated sick leave from other teaching jobs when a teacher is hired in Rappahannock, an increase in the limit put on accumulated sick leave in the county from 100 days to 180 days and that teachers leaving the system, retiring or transfering receive 1/2 of the per diem rate of their salaries. Also, Bloss said that the teachers were requesting the board to change the leave of absence policy now in Force. Bloss asked the board to consider a plan that would allow an employee who has worked at least seven years to take a sabbatical, and that the reasons for a leave of absence should be expanded in a variety of areas listed by Bloss.

Bloss said that high school teachers were requesting a duty-free lunch for the entire school year. An expansion of Blue Cross/Blue Shield health insurance coverage to full coverage for an individual was also requested. On a^ graph of teacher fringe benefits in 135 counties in 1983-84, Bloss showed that Rappahannock County ranks 110.

Bloss then addressed teachers’ salary requests. Bloss showed Rappahannock’s average teacher salary

84.8%
