roads and their unlikely environmentalist allies which oppose the pipeline, and the utilities, which favor it. The issue is whether or not the utilities should be granted the right of eminent domain needed to acquire the rights of way for the line.
Probably one of the most bitter brawls of the session will come over the allocation of highway funds. It will be a classic confrontation between the “country boys” and the “city boys”, both groups of which, of course, now include girls.
The city boys, notably those from Northern Virginia, desperately hope to take back to the voters substantive evidence that something will be done about the packed and traffic-mangled roads in the Washington suburbs. The same is true all along the urban corridor extending to the Tidewater. They want relief this year, and in time for the elections.
The country boys, however, seem willing to put off the highway fight until next year when the whole issue can be faced in the 1986-88 biennial budgeting process.
