the town charter would give the council the power to act as a town planning commission and board of zoning appeals. If the charter should have problems in being passed by the General Assembly, the council also has a proposed ordinance that would allow the appointment of a five to 15 member town planning commission.
Council member Evelyn Willis made a motion that the planning commission ordinance be passed since four to five people in the audience expressed concern over the delay in the zoning work that a planning commission could begin to address such as amendments to the present town zoning ordinance or the drafting of a new ordinance. Baumgardner said that there should be no problem with the passage of the charter, and that it is emergency legislation that will take effect when it is passed.
“Mr. Chairman, as far as our zoning ordinance is concerned our old ordinance is outdated, and I think that we should approach it in a comprehensive manner rather than in a piecemeal way,” said council member Newbill Miller. Willis said that she agreed that the zoning ordinance should be ap-oached comprehensively, but that until that could be done that perhaps piecemeal solutions would be better than none.
Miller told the council that a professional planner from planning district nine would be available to give assistance in the development of a zoning ordinance. Miller said that he would rather that the council wait for the passage of the charter when the council would have the power to act as a planning commission.
