The good news last month about the final financial arrangements being made by the Water and Sewer Authority led to some problems during this month’s meeting. Now that the WSA has the money needed for the Sperryville Sewage System, the payment of bills has become more complicated.
Authority members expressed concern that even small bills would now have to go through two months of consideration by the bank acting as trustee for the WSA’s funds before any payment can be made. The members decided to look into whether or not the Authority can have its own account to handle bills involving “petty” cash.
Hank Gerhart, of the engineering firm of Buchart-Hom, Inc. of Williamsburg, asked the Authority for permission to send out the notices of contract awards as soon as a part B application to the State Water Control Board and the Environmental Protection Agency is approved. Wayne Cilimberg, executive director of the RappahannockRapidan Planning Commission in Culpeper, told the Authority that Stu Wilson at the State Water Control Board had advised him that the Authority is now self-certified and can issue the awards at any time.
