Del. Plum said he could have got the committee to approve the bill, because two senators were going to switch their votes. But he couldn’t get the committee to meet again.
“It’s been tough,” Del. Plum said. “It has been an extremely difficult session.”
Del. Plum and other legislators said a big part of the problem is that the assembly doesn’t have enough time to consider the volume of bills that are introduced. The problem is worse in odd-year or “short” sessions such as this year’s, because of the large number of bills that are carried over from the previous year’s session.
“Part of the problem is we attempt to do too much in too little time,” Del. Plum said, and the “price we pay is in terms of how people work together. ”
