One solution, Del. Moncure said, would be to have approved the constitutional amendment limiting the number of bills that could be introduced in short sessions. State voters defeated such a proposal a few years ago.
Extending the session wrould be a “bad precedent,” he said, but something has to be done to control the amount of bills introduced because “vo-. luntary constraints simply aren’t going to work.”
