Perhaps to placate the citizens rather than the change of heart that is appeared to be at the time, as later events tend to prove, one planner promised that he would see to it that the county got “religion by right" in all zones. Under questioning, another planner admitted that their reason for the provision was to protect the mainstream churches by keeping out any “cults.”
Recently, after a number of additional meetings each in one of the county voting districts, and the creation of what may or may not be a red herring issue over a proposed landfill, the Planning Commission, after conferring with five local ministers and securing their agreement, voted in a compromise provision in the planned ordinance that would exempt all of the presently operating churches from its requirements, but would apply to any future churches coming into the area.
According to a newspaper article the reason now given by the commissioners is that “the provision...was designed to restrict the way a place of worship operates only in regard to the rights of neighbors to the quiet enjoyment of their property”-nothing said about cults (Rappahannock Xetcs February 7, 1985.) The designer of the compromise was the same planner who had promised “religion by right,”
