The planners have gone on record as well in promising that “home Bible studies” will not be included under the definition of “places of worship” and will thus not need to obtain a special use permit. But in all matters of law there are lines that must be drawn, in this case what numbers of people and what religious practices constitute the differences between “worship” and “Bible study,” and the open question of how the law might apply to the study of the Koran, the Bahai scriptures, or the Torah-Talmud by groups in the home...lines to be drawn and questions to be settled by the civil authorities! And, of course, there are few home groups, or for that matter, churches that would relish the only other alternative presented by the Planning Commission-take it to court.

The issue has not been finally decided and will not be until the recommendations are voted upon by the County Supervisors. But since the pastors most opposed to the plan have compromised their original position, there seems to be little to prevent its approval.
