From the words spoken on record by the planning officials themselves, we can see that constitutional issues are at stake, and the spiritual requirement to worship truly threatened. The mouth speaks what the heart is full of, and their reasons stated have been to “keep the cults out” and “to restrict the way a place of worship operates,” reasons that would violate both the first and second clauses of the U.S. Constitution by tending to establish, in the county, the presently operating, “mainstream” churches and by prohibiting the free practice of religion.
