Continued from page 1 were missing from the stairs leading into the cellar and that no door was in place. He recalled that in this particular instance children lived in the house.
Mr. Smet also recommended to the Board that all electrical, plumbing and mechanical contractors be certified.
“I have had quite a number of cases where people have been hired who have very little knowledge of what they are doing,” said Mr. Smet. He also said that this recommendation would help eliminate the “fly-by-night” contractors.
The building official was asked if people who plan to build homes on their own property must be certified. Mr. Smet replied that no certification would be required in this type of situation. However a subcontractor who is hired must meet the certification requirement.
To be certified an individual must pass a state examination in Culpeper and pay a nominal fee.
On another matter, Mr. Smet said that he has received complaints concerning the presence of used junk cars in the county. These are being kept on the properties of Kerry Grigsby in Sperryville, Jimmy Hitt in Scrabble and Charles Compton in Laurel Mills. Mr. Smet noted that, in order to keep such vehicles, a special permit must be granted.
The Board authorized Commonwealth’s Attorney Peter Luke to take civil action against the violators if necessary. Mr. Luke said that he will first send each of the violators a letter of warning; it will state that the owners must, within 20 days, bring their property to a condition that is in compliance with the law?.
The renovation of the County Courthouse was also on the Board agenda. A new air-conditioning system leads the list of renovations.
