state’s Division of Solid Waste Management had served notice that the landfill was almost full and would have to be closed by July 1, and Mr. Clark’s neighbors had begun to threaten legal action if steps were not taken to close the site.
After an inspection in late April, Mr. Forman told the county that the remaining life of the landfill was between 50 and 60 days. There could be no extensions, he added.
In mid-June, Mr. Forman announced that the state had agreed to an emergency accommodation which would allow the Clark landfill to be built up by 10 feet above the previously approved level.
The approval for limited expansion came because of the county’s threat to sue the private company which disposes of Rappahannock’s garbage at Mr. Clark’s private landfill.
