Circuit Court Judge Rayner V. Snead named Clarence Baldwin to the Board of Supervisors in April 1974, when Supervisor J. Newbill Miller resigned after serving as chairman since 1963. Mr. Baldwin had lost to Mr. Miller by one vote in the 1972 election.
This past April, when Mr. Baldwin died, Mr. Miller was appointed to the vacant seat by unanimous vote of the four remaining board members.
Last week, Chairman Hubert Gilkey affirmed that the filling the vacancy in Jackson District will be at the top of the agenda for the January meeting of the Board of Supervisors.
