Mr. Strider also offered some comments and suggestions about the town’s new comprehensive plan, historic district ordinance and zoning ordinances. “The format and structure are pretty good. There’s just a lot of statistical information that I could add.”
Mr. Strider’s office is affiliated with the state data center, and he said that he would be willing to provide the planners with data concerning population changes and demographics, a housing profile, income figures and trends, and other statistical data accumulated from a variety of state and federal sources.
“I would strongly advise you to incorporate this data into the compreher.sive plan,” he urged, and offered the council specific suggestions for statistical information which should be included.
In a letter accompanying his presentation, Mr. Strider said, “I feel this supporting documentation would only make ... a more sound document. Such information would not significantly alter the intention and philosophy of your plan. Rather, it would justify your positions and goals to the public and courts. In addition, it would more fully support your existing zoning ordinance or possible zoning ordinance revision.”
Brad Fisher reported that a comparison of figures of the amount of water pumped by the town’s water authority and the amount metered at residences showed a large shortfall. “It indicates again that we have a 2.00,000 gallon per month leak.”
Mr. Fisher said that the leak is sufspected to be somewhere between the wellhead and the pumping station on the uphill slope into town from Harris Hollow, and that it was probably caused by a tree root breaking the line. Ray Pullen is in the process of clearing the slope so that equipment can be brought in to dig out the line and locate the leak.
Council approved a request from Mr. Fisher to put a crushed stone driveway and gate leading to the wellhead.
The council also approved Mr. Fisher’s proposal to hire Mr. Pullen on an “as-needed” basis to do maintenance. He already does the job, but the entire salary is paid from water authority funds, Mr. Fisher explained, and the new arrangement •would lessen the financial burden oi the authority.
