Rappahannock ranks ahead of Clarke in land values, the taxable base which provides the local share of school costs. For 198485, Rappahannock stood 10th among Virginia’s 136 localities based on real estate and public service corporation values; Clarke was 17th.
Clarke’s population is expected to increase by nine percent between 1985 and 1990 and by 17 percent between 1985 and 2000. According to the county’s Comprehensive Plan, Rappahannock’s population will climb to a lower limit of 6,800 by 1990, an increase of 13 percent, and to 7,200 by 2000, a 20 percent increase. (The Comprehensive Plan, enacted in 1980, estimated that the population here would be 6,400 by 1985, when, in fact, the county’s residents number just 6,000 in 1986.)
