A major obstacle in the battle against pollution of the nation’s rivers, lakes, and the Chesapeake Bay was cleared in February. The clean water bill passed by Congress will provide $20 billion over the next eight years to build sewage treatment plants and related projects.
The technology has certainly improved for removing two pollutants which have caused the most concern recently to environmentalists and fishermen in the Chesapeake Bay — nitrogen and phosphorus, which come from fertilizers, and municipal and industrial wastes.
