Mr. Luke refused to comment whether Nicholson had played any role in the investigation which led to the indictment of Dr. Peper.
It’s “amazing,” he said, where the multi-jurisdictional grand jury technique allows the trail discovered by investigators to go. Leads developed in one case, he explained, point the way to other individuals and open additional avenues of investigation. The use of the special grand jury allows cases to be made which could never happen if each agency were working alone, he added. The grand jury has its own investigators and prosecutors, and in addition it is still able to draw on the resources of the individual jurisdictions involved.
Mr. Luke predicted the current investigation “will be a very interesting case,” calling it a “classic . . . building blocks” technique of establishing the framework of a case around one individual, then going from there to the next higher figure in the network.
He said that eventually the entire investigation and its results will be made public, but could offer no estimate of when that might happen.
