When last week’s manhunt for Charles A. Leaf II became a barricade and hostage situation, the table was turned on the kidnapper. As long as he was at large, with authorities unsure of where he was, he had the upper hand.
When he was located and isolated on the second floor of a vacant farmhouse, it became only a question of time.
The Virginia State Police and the Federal Bureau of Investigation both have specially trained personnel to deal with such situations, including tactical teams with sophisticated radio equipment, night-vision glasses and sniper-scopes which illuminate their target even in the pitch-black of midnight.
The FBI’s tactical teams include some members with advanced medical training, and one of its four-wheel drive vehicles is equipped as a backcountry ambulance.
The Bureau’s Hostage Rescue Team, stationed at . Quantico Marine Base, w hich supported the FBI negotiator last w eekend was the same team w hich flew to Marion, Utah during the winter when a fanatical fundamentalist Mormon family holed up in a farmhouse. They negotiated for more than a week before the family finally gave up.
