Opponents to the four-laning of Rt 211 between Washington, Va. and Sperryville took their case straight to the top at a public hearing conducted by the Virginia Department of Transportation Monday in Culpeper.
Commissioner Ray Pethtel and other highway officials listened intently as many of the 34 opponents present argued against the improvements. For the most part,' they reiterated the position they took at a supervisors meeting a week ago.
The group of concerned citizens offered a petition signed by 530 county residents, including most members of the Washington Town Council, former U. S. Senator Eugene McCarthy, and many of Rappahannock’s oldest families. "The only group we don’t represent is the board of supervisors,” said activist Stella Cadwalader to general laughter.
Proponents of the dual lanes also offered a petition, signed by some 200 supporters.
Attorney Franklin B. Reynolds, speaking on behalf of the opponents, said that the decision to improve the highway was made in the 1960s, and that the facts have changed since then. The original intent was to tie Washington to Interstate 81, and provide easy access to Shenendoah National Park.
