a iollow-up inspection on Aug. 11, 1987 reported that the leaks from 1986 were repaired, and one new leak was discovered.
“There were obvious signs that they had attempted to make the repairs,” said Lorraine Urbiet, spokesman for the region three office of the EPA.
A third inspection was conducted on June 22 of this year. State officials, invited by the EPA, accompanied the EPA officials on their review.
“Reinspection was needed to gather current evidence to support the completion of a potential enforcement action based on an inspection performed on Sept. 30, 1986,” a state official quoted an EPA internal document provided to the State Water Control Board.
The last review reported several recording errors. For example, in an annual document, Avtex reported 51 capacitors at the plant. Inspectors found 73 capacitors.
Richard Burton, director of the SWCB said that he had a lot of questions for the EPA.
The EPA, however, defended itself against the state’s angry attacks.
