Historically, he said, “the state has taken into account community sentiment. That has not been done in this case.” With many areas in the state which would welcome a prison and its accompanying employment, Coleman suggested, those locations should be sought instead of expansion in places like Culpeper.
Asked for his feelings about the state’s role in the preservation of historically important areas, like the Civil War battlefield outside Brandy Station, Coleman said that the state “should take role in the preservation of historically important locations.” That preservation should proceed, however, “without undue influence on the economies of the localities,” he added.
