The bottom line, though, is that despite the fact legislators aren’t apt to use self-restraint when it comes to introducing legislation, the new urban-suburban dominated Virginia has a lot more problems that must be dealt with by the lawmakers than it used to. And that may mean the citizen-legislator tradition is on the way out.
