study bills at home; eliminating repetitious subcommittee hearings except in special instances; making earlier deadlines for introduction of bills and sharply reducing the number of bills carried over from one session to another for study; and others.
The bottom line, though, is that despite the fact legislators aren’t apt to use self-restraint when it comes to introducing legislation, the new urban-suburban dominated Virginia has a lot more problems that must be dealt with by the lawmakers than it used to. And that may mean the citizen-legislator tradition is on the way out.
