The problem with waiting until the meeting on July 14, said Mr. Reynolds, is that the treasurer will be unable to pay any bills between June 30 (when the fiscal years ends) and July 14 (when the council will presumably approve the new budget). A way out of this dilemma without scheduling a special meeting would be to pass a continuing resolution giving the treasurer authority to pay bills between June 30 and J uly 14.
Mr. Fisher said that the only bill he needed to pay next month before July 14 was the mortgage. Several members did not like the idea of a continuing resolution. (“Sounds too much like Congress.” said one member.) After some discussion, however, the council approved a resolution giving the treasurer authority to pay the mortgage in July.
The council discussed at length changes to the zoning ordinance suggested by the committee. (See accompanying story.) An amendment was added regulating floodplain districts in accordance with state regulations.
