Council members also agreed toadd a preamble section to the zoning, ordinance, similar to one in the cur-', rent ordinance and to add a new sec-; tion at the beginning of the body of; the ordinance stating that only those’ uses mentioned as being allowed ei-1 ther by right of with a special use’ permit will be allowed in town. Mr ‘ Reynolds warned, however, that if* council ignores a non-conforming use. for a long period of time, they can! lose the right to have the use; stopped. “If you let it sit there long; enough, you don’t have any standingto change it,” he said.

He also said there is no way to' guarantee to someone who is not an applicant a right to appeal decisions by the zoning administrator. Councilmembers asked if John McCarthy,! who acts as zoning administrator for! the town, could notify the council of; decisions he makes. Mr. Reynoldssaid he would tell Mr. McCarthy of! the council’s wishes, but Mr. McCar-’ thy makes some decisions without j any paper record. He added that anyone can appeal a decision to allow any building to the court within 15. days of the start of construction, but! that does not allow appeal to the; Board of Zoning Appeals.
