But Mr. Coffey said that for several years he has suspected that the storage tanks were leaking. “Two years before they removed them, I told them they had problems because water was getting in,” he said, “but they ignored me.”
In1 May 1993, Mr. Coffey noticed what appeared to be oil stains along the west bank of Beaverdam Creek on his property. He notified Quarles Petroleum who sent an investigative team to collect soil and water samples, including a sample from the grocery store well, which provides drinking water for the store and a home on the site.
Analysis of the samples revealed the presence of benzene and toulene, two petroleum product derivatives.
Quarles reported the findings to the Virginia Department of Environmental Quality (DEQ) as required by law. As part of DEQ’s initial abatement measures (IAM) Quarles installed carbon filtration units on the drinking water supply lines and placed two absorbent booms in Beaverdam Creek downstream from the oil stains observed by Mr. Coffey.
