estimate is based on covering the trash each day with dirt. Currently the county is using a fabric cover over the daily trash which is then removed so more trash can be added. The trash is only covered with dirt once a week.
If that practice is continued, Mr. McCarthy said, the new cell should last seven or eight years. He said the state allowed the county to use the fabric cover on a trial basis, but there have not been problems with blowing trash, and the county will be allowed to continue using it indefinitely.
The most expensive portion of the cost of constructing the new cell will be the “composite” liner the state requires for new landfills. That alone is estimated to cost $438,000. Royer Engineering estimates excavation wifi cost $215,000. Other costs are for access roads, testing, a new pipe for leachate collection, a new groundwater monitoring well, landscaping and contingencies. These costs are for construction and do not include the cost of operation or closing the new cell.
