Mr. Hood agrees, arguing that while extending “corporate welfare” may attract a few large comployers to a state, providing “photo opportunities and ribbon-cutting ceremonies for image-conscious politicians,” the ordinary citizen must pay sharply higher taxes to finance the incentive packages, hurting the overall economy of a state.
At the same time, Mr. Hood says, numerous studies demonstrate that such incentive packages seldom, if ever, produce the economic growth and jobs state governments covet. States could generate much more “bang for the buck,” he says, if they improved their economic climates generally by lowering taxes, reducing regulations, and improving education.
