If the lagoon were upgraded, a biolac system with dechlorinator could be installed for an estimate of $250,000 total. The operator maintenance would be less than for the activated sludge type process.
Another option is artificial wetlands. Mr. Hearl noted that they are extremely labor intensive but do not require skilled labor such as a more typical sewer plant. He said that works very well in Highland County, Virginia. With this system, bulrushes and cattails are planted. They “fix” nutrients, heavy metals and other toxics, and they must be harvested, he said.
Mr. Hearl suggested that the schools have a feasibility study done on two or three different systems. The cost for the studies would probably run between $5,000 and $10,000. Dr. Chappell said he would find out if Virginia Public School Authority bonds could be used to pay the cost of the feasibility studies.
