Mr. Hood sees other problems with incentive packages as well. They are unfair to businesses already located in a state, which receive no benefits; they encourage every business considering relocating to a state to request, or demand, special incentives; and they often aife negotiated behind closed door$, leaving state residents ignorant until later, when they have to foot the bill for the package.

“The shoddy track record of state incentives to lure and sustain healthy busineesses ought to persuade state lawmakers to put the skids on these massive giveaway schemes,” Mr. Hood says.
