Up until two weeks before the tournament, the Rappahannock teams worked according to schedule and March 4 was happily anticipated. With approval of theif parents, the children had been using various power tools and paint under closely supervised circumstances (each group of seven students was supervised by two teachers.)
At this point, fear of litigation prompted Rappahannock County School Administrators to declare that power tools and paints were off limits. “Why don’t they tell us sooner?,” one of the students asked.
With no time to waste, the students focused on the problem at hand, installing two different types of power sources in their vehicle. After a gasoline powered engine was ready to install, the students were told by school administrators that they couldn’t use it. The frustrated students came up with an alternate power source, a battery powered motor. It was brought to school, ready to install and once more rejected, this time only four days before the tournament.
Just two days before the tournament, the original vehicle was scrapped and a completely new one was designed and built. The new) vehicle employed human power as it/ only source of energy. The team lost points in the tournament because their vehicle only had one source of power.
Most team participants and parents complained that the Rappahannock County School Administrators’ fear of litigation and resulting regulations cramped the students’ ability to creatively solve the chosen problem. The students were unnecessarily burdened with stress and frustration just days before the tournament. The problem and the resulting chaos could have been avoided, had the students received a list of off limits tools and power sources from the administrators early in the planning stages. Instead, this situation created unreasonably intense
